রাখাইনের আন শহর এখন আমাদের কব্জায় : আরাকান আর্মি

কক্সবাজার: সোমবার ২৩ ডিসেম্বর ২০২৪ইং (চেতনা ২৪ নিউজ)   রাখাইন রাজ্যটির জাতিগত সশস্ত্রবিদ্রোহী গোষ্ঠী আরাকান আর্মি (এএ)দাবি করেছে মিয়ানমারের রাখাইন রাজ্যের আঞ্চলিক সেনা সদর দপ্তরের নিয়ন্ত্রণে নেওয়ার । এর মধ্য দিয়ে ক্ষমতাসীন জান্তা বিদ্রোহী গোষ্ঠীগুলোর সঙ্গে তীব্র লড়াইয়ে দ্বিতীয় কোনো আঞ্চলিক সামরিক কমান্ডের নিয়ন্ত্রণ হারাল।

আরাকান আর্মি শুক্রবার গভীর রাতে টেলিগ্রামে দেওয়া এক বিবৃতিতে বলেছে, ‘শুক্রবার রাখাইনের আন শহরে অবস্থিত জান্তা বাহিনীর পশ্চিমাঞ্চলীয় সামরিক কমান্ডের পতন হয়েছে দুই সপ্তাহ ধরে তীব্র লড়াইয়ের পর ।তারা বিবৃতিতে বলছে এর পূর্ণ নিয়ন্ত্রণ এখন আমাদের হাতে।’ তবে এ ব্যাপারে জান্তা কর্তৃপক্ষের সঙ্গে যোগাযোগ করা হলেও তাদের সাড়া পাওয়া যায়নি।

বিশ্লেষকেরা বলছেন, গুরুত্বপূর্ণ এই সামরিক কমান্ডের নিয়ন্ত্রণ আরাকান আর্মির হাতে চলে যাওয়া জান্তা সরকারের জন্য বড় ধাক্কা। কেননা এটি ছিল রাখাইনে জান্তা বাহিনীর কব্জায় থাকা সর্বশেষ শক্তিশালী ঘাঁটি।

সামরিক বাহিনীর আঞ্চলিক কমান্ড রয়েছে ১৪টি মিয়ানমারে। এসব কমান্ডের অধীনে নির্দিষ্ট একটি অঞ্চলে সামরিক কার্যক্রম পরিচালিত হয়। এর আগে বিদ্রোহীরা গত আগস্টে চীন সীমান্তবর্তী শান রাজ্যের রাজধানী লাশিওতে অবস্থিত উত্তর–পূর্বাঞ্চলীয় সামরিক কমান্ডের নিয়ন্ত্রণ নেয় । এটি ছিল প্রথম কোনো আঞ্চলিক সেনা কমান্ড বিদ্রোহীদের দখলে যাওয়া ।

ভিডিওতে দেখা গেছে, আন শহরে জান্তার আঞ্চলিক সেনা সদর দপ্তরের ভবনগুলো থেকে ধোঁয়ার ফুলকি উড়ছে।ভবনগুলোর বড় একটি অংশ হামলায় মারাত্মক ক্ষতিগ্রস্ত হয়েছে ।আরাকান আর্মি এর আগে গত মঙ্গলবার একটি ভিডিও প্রকাশ করে। তাতে দেখা যায়, বিদ্রোহী যোদ্ধারা জান্তা বাহিনীর কয়েক ডজন সেনা ও তাঁদের পরিবারের সদস্যদের জিম্মি করে রেখেছেন ।

আরাকান আর্মির মুখপাত্র খাইং থুখা দেশটির সংবাদমাধ্যম ইরাবতীকে বলেন, ‘রাখাইনে জান্তা বাহিনীর ডেপুটি কমান্ডার ব্রিগেডিয়ার জেনারেল থাউং তুন ও চিফ অব স্টাফ ব্রিগেডিয়ার কিয়াও কিয়াও থানকে আটক করা হয়েছে। জান্তা বাহিনীর কিছু সেনা পালিয়ে গেছেন। তাঁদের ধরতে আমাদের অভিযান চলছে।’ তবে জান্তা বাহিনীর পক্ষ থেকে এখনো বিমান হামলা অব্যাহত রেখেছে বলে জানান তিনি।

এর আগে ৬ ডিসেম্বর আরাকান আর্মি অন্য এক বিবৃতিতে দাবি করে, আন শহরে অবস্থিত জান্তার ৩০টির বেশি ঘাঁটিকে কব্জা করেছে তারা। এসব ঘাঁটির মধ্যে বিভিন্ন ব্যাটালিয়নের সদর দপ্তরও রয়েছে। তখন রাখাইনের জাতিগত এই বিদ্রোহী গোষ্ঠী জানিয়েছিল, এখন শুধু পশ্চিমাঞ্চলীয় সামরিক কমান্ডের নিয়ন্ত্রণ নেওয়া বাকি।

গত বছরের নভেম্বরে রাখাইনে জান্তা বাহিনীর ঘাঁটি ও অবস্থান নিশানা করে বড় পরিসরে হামলা শুরু করে আরাকান আর্মি। এর পর থেকে রাজ্যটির ১৭টি শহরের মধ্যে ১২টির নিয়ন্ত্রণ নিয়েছে বিদ্রোহীরা। অন্য শহরগুলোতে দুই পক্ষের মধ্যে লড়াই চলমান। এ ছাড়া প্রতিবেশী শান রাজ্যের সীমান্তবর্তী শহর পালেতোয়ার নিয়ন্ত্রণও নিয়েছে আরাকান আর্মি।

সর্বশেষ ৮ ডিসেম্বর আরাকান আর্মি বাংলাদেশ সীমান্ত–সংযুক্ত শহর মংডুর নিয়ন্ত্রণ নেয় । মংডু নিয়ন্ত্রণের পর মিয়ানমার ও বাংলাদেশের ২৭০ কিলোমিটার সীমান্ত পুরোপুরি আরাকান আর্মির দখলে চলে গেছে। এখন শুধু রাজ্যটির রাজধানী সিত্তে জান্তার পূর্ণ নিয়ন্ত্রণে রয়েছে।

জান্তার নিয়ন্ত্রণে মাত্র ২১ শতাংশ ভূখণ্ড।

২০২১ সালের ১ ফেব্রুয়ারি এক অভ্যুত্থানে অং সান সু চি নেতৃত্বাধীন নির্বাচিত সরকারকে উৎখাত করে ক্ষমতা দখল করে মিয়ানমারের সেনাবাহিনী। তখন থেকেই দেশটিতে অস্থিরতা বিরাজ করছে । সেনা অভ্যুত্থানের প্রতিবাদে দেশজুড়ে বিক্ষোভ ও বিশৃঙ্খলা শুরু হয়। গণবিক্ষোভে হাজার মানুষ নিহত হলে তা রূপ নেয় সশস্ত্র লড়াইয়ে। এরপর সশস্ত্র এই লড়াইয়ে বিভিন্ন রাজ্যের বিদ্রোহী গোষ্ঠীগুলো যোগ দেয়।

গত বছরের ২৭ অক্টোবর তিনটি জাতিগত সশস্ত্র বিদ্রোহী গোষ্ঠী জোটবদ্ধভাবে জান্তা বাহিনীর বিরুদ্ধে বড় পরিসরে অভিযান শুরু করে, যা ‘অপারেশন ১০২৭’ নামে বেশি পরিচিত। এ জোটে আরাকান আর্মি ছাড়াও রয়েছে কোকাং অঞ্চলের সশস্ত্র বিদ্রোহী গোষ্ঠী মিয়ানমার ন্যাশনাল ডেমোক্রেটিক অ্যালায়েন্স আর্মি (এমএনডিএএ) ও শান রাজ্যের তাং ন্যাশনাল লিবারেশন আর্মি (টিএনএলএ)।

এর এক বছর পর গত নভেম্বরের মাঝামাঝি নাগাদ মিয়ানমারের ১৪ হাজারের বেশি গ্রাম নিয়ে একটি জরিপ করে বিবিসি। এসব গ্রাম কাদের নিয়ন্ত্রণে রয়েছে, তা যাচাই করে দেখা হয়েছে ওই জরিপে। দেখা গেছে, সংঘাত শুরুর প্রায় চার বছর পর মিয়ানমারের মাত্র ২১ শতাংশ ভূখণ্ডে সামরিক বাহিনীর পূর্ণ নিয়ন্ত্রণ রয়েছে। আর ৪২ শতাংশ ভূখণ্ড নিয়ন্ত্রণ করছে জাতিগত বিভিন্ন সশস্ত্র গোষ্ঠী। বাকি অঞ্চলগুলোয় জান্তা বাহিনীর সঙ্গে বিদ্রোহীদের লড়াই চলছে।

ওয়াশিংটনভিত্তিক চিন্তন প্রতিষ্ঠান ইউনাইটেড স্টেটস ইনস্টিটিউট অব পিস–এর ইয়ে মায়ো হেইন বলেন, মিয়ানমারের জান্তা আর আগের মতো তেজ নেই। বিদ্রোহীদের অব্যাহত হামলার মুখে একের পর এক অঞ্চলের নিয়ন্ত্রণ হারিয়ে জান্তা বাহিনী এখন অনেকটা সংকটাপন্ন । অনেক সেনা পালিয়ে গেছেন এবং অনেকে নিহত হয়েছেন। জান্তা বাহিনীতে সেনা আছে এখন মাত্র ১ লাখ ৩০ হাজারের মতো। তবে সীমান্ত অঞ্চল ও ছোট ছোট শহরগুলোর নিয়ন্ত্রণ হারালেও রাজধানী নেপিডোসহ বড় বড় শহরগুলো এখনো জান্তার নিয়ন্ত্রণে রয়েছে।

“After two weeks of acute discord, the western military command of the Junta forces in Rakhine’s Ayun town destruction on Friday,” the Arakan Army said in a statement on Telegram late on Friday. Its quite control is now in our favour.

Losing control of this significant military command is a massive collision to the junta government, analysts say. Because it was the last powerful outpost under the control of the junta forces in Rakhine.

The Myanmar military has 14 regional commands. Under these commands military operations are dealt in a certain area. Earlier last August, the mutineers took control of the North-eastern Military Command located in Lashio, the capital of Shan State bordering China. It was the first regional army command to be taken by the mutinous.

Video footage showed sparks of smoke wave from the buildings of the junta’s regional army headquarters in the town of Ayun. A large part of the buildings were acutely damaged in the attack. Earlier, Arakan Army released a video last Tuesday. It shows that dozens of junta soldiers and their family members are being arrested Bondsman by rebel warriors .Arakan Army spokesman Khaing Thukha told the country’s media Irrawaddy, “Brigadier General Thaung Tun, the deputy commander of the junta forces in Rakhine, and Brigadier Kyaw Kyaw Than, the chief of staff, have been arrested . Some of the junta forces have fled way. Our activities is continuing to catch them.’ But he said that air assault are still continuing by the Junta forces.

Earlier on December 6, the Arakan Army claimed in a statement that they have taken control of more than 30 bases of the junta located in the town of Ayun. These outposts have headquarters of various battalions. At the time, the ethnic Rakhine disloyal group said it was only remain to take control of the Western Military Command.

In November last year, the Arakan Army inaugurated a large-portion attack targeting the Foundations and positions of the Junta forces in Rakhine. The rebels have since taken control of 12 of the state’s within 17 cities. In other cities, the two sides are fighting heart and soul. In addition, the Arakan Army has also taken control of the border town of Paletoa in the neighboring Shan State.

On December 8, the Arakan Army took control of the Bangladesh border-connected of Mangdu. Through this, the 270 km border between Myanmar and Bangladesh has been completely taken over by the Arakan Army. Now only the state capital Sitte is under the full control of the junta.The junta controls only 21 percent of the territory

On February 1, 2021, Myanmar’s military overthrew the elected government led by Aung San Suu Kyi in a coup. The country has been in turmoil ever since. Demonstrations started across the country against the military trick. When thousands of people were killed in the mass protest, it turned into an armed war. Later Authority groups from different states joined the armed struggle.

On October 27 last year, three ethnic armed rebel groups joined forces to start a major operation against the junta forces, popularly known as ‘Operation 1027’. In addition to the Arakan Army, the Coalition includes the Myanmar National Democratic Alliance Army (MNDAA), an armed rebel group from the Kokang region, and the Tang National Liberation Army (TNLA) from Shan State.

A year later, by the middle of last November, the BBC conducted a survey of more than 14,000 villages in Myanmar. The survey verified who is in control of these villages. It found that the military has quite control of only 21 percent of Myanmar’s territory, nearly four years after the conflict began. And 42 percent of the Region is controlled by ethnic armed groups. Mutineers are fighting with the junta forces in the remaining regions .

Ye Myo Hein of the United States Institute of Peace, a Washington-based think guide , said that Myanmar’s junta is no longer as powerful as before. The junta forces are now very cornered, losing control of one area after another in the face of continued attacks by the rebels. Many soldiers fled. Many were killed. The army of the junta now has only 130,000. However, inspite of losing control of border areas and small towns, major cities including the capital Naypyidaw are still under the control of the junta.
